Child & Family Services sued under Child Victims Act for alleged 'child sexual assault ring' in 1970s

A Child Victims Act lawsuit has been brought forward against Child and Family Services. It alleges that the organization allowed a "child sexual assault ring to operate freely" in one of its foster group homes.

This report includes descriptions of alleged sexual abuse to children that may be disturbing to some listeners.

WBFO's Emyle Watkins has the latest details on the allegations against Child & Family Services.

One line of the lawsuit against Child and Family Services reads, quote, "but the next sexual assault was never too far away."

As Attorney Ilann Maazel describes it, this is what his client alleges was the case: a culture of abuse in a Buffalo group home for foster children, where children were both victims and witnesses to sexual abuse.

His unnamed client alleges being sexually assaulted and raped over 50 times between 1978-1980 when he was eight, nine and 10 years old. He had come to the Delaware Avenue facility known as Conners Children’s Center after living in his mother's home, where drug use and domestic violence were present.

"So it was just a matter of, we have children who are abused or neglected, whose parents or guardians can't care for them. And then they, they go to group homes like this. So that was the Conners Children’s Center's mission was to take care of him protect him. And they didn't," said Maazel.

Maazel's client seeks a jury trial, punitive damages and compensation for the abuse he alleges not only happened to him but also to other children in front of him. It is alleged that abuse happened to children in large groups of staff and residents of the group home.

"We have to have accountability. We can't let abusers get away with sexually abusing young kids. We just can't do that. So we intend to hold this organization accountable. Because it's it's a long time coming for them to face justice," Maazel said.

Child and Family Services shared in a statement that they are working with their counsel to evaluate the allegations and determine the next steps, but they are not aware of any evidence supporting the allegations.

The mission of Child & Family Services is to strengthen families and promote the well-being of children through prevention, intervention, education and advocacy.  Child & Family Services had not seen this complaint prior to it being filed yesterday, and is working with its counsel to evaluate the plaintiff’s allegations and determine the appropriate next steps.  However, Child & Family Services is not aware of any evidence supporting the allegations contained in the complaint.
