Schumer urges stiffer controls on scrap metal sales

The value of scrap metal is increasing, and thieves have taken to stealing metals from railroads and subway lines, damaging the state's infrastructure. Schumer is calling for recyclers and scrap yards to keep more detailed records of their transactions and that sellers provide documentation for their materials.
He is also pushing to make some metal theft a federal crime.
