Buffalo, NY – The calendar says April first, but it's no April fools joke, the State budget process is complete.
Governor Andrew Cuomo says the new state budget is the first step on the "road to economic recovery".
For the first time in 28 years, the state Legislature approved a spending plan before the April 1st deadline.
