Buffalo, NY – Western New York Congressman Brian Higgins says skillful negotiating is needed in dealing with the Russia-Georgia conflict.
Congressman Higgins says the U-S must deal diplomatically with Russian leaders in order to avoid any chance of war.
But Higgins says he doesn't have a whole lot of confidence in the Bush Administration.
