Proposal would allow for special designations during emergencies

During a state of emergency, local leaders would decide the best way to help their residents. That proposal comes from a bill sponsored by State Senator Patrick Gallivan.

He says when the area was hit with seven feet of snow last year people who were willing to help couldn't get through because only authorized vehicles were allowed on the road. Gallivan says changing the law would give each municipality's chief executive officer the authority to designate who could drive.

"The idea would be that the County Executive could say countywide we want to allow hospital workers to get through," Gallivan explained.

"In a particular town, a town supervisor could say we need more tow truck operators so we will allow tow truck operators to operate during the state of emergency in our town."
 
Similar legislation is being proposed in the other chamber by Assemblyman Michael Kearns of Buffalo. Gallivan says seven other co-sponsors across the state have already signed on.
