Cuomo pushes ethics reform in Buffalo

During a stop on the Buffalo State College campus Tuesday morning, Gov. Andrew Cuomo laid out his 2015 agenda. The presentation was a combination of Cuomo's state of the state message and his budget proposal, which includes ethics reform. Cuomo says many of Albany's ethics issues stem from the money legislators earn in addition to their state salary.

"What my plan says is, 'You can have outside income but you must fully disclose all the income, who paid the income, what you did for the money, and if there was any connection to the state of New York government or your office,'" said Cuomo. 

Cuomo says he will not sign a budget unless the legislature approves ethics reform. He also asked for the public's help in reforming education.
