A suspicious package was reported near the entryway of the Erie County Auto Bureau in the Rath Building at around 11:30 a.m. Monday.
The Erie County Sheriff's Department and Rath Building security oversaw the evacuation of customers and staff pending a possible threat analysis.
It was determined that the package was an apparent stolen backpack dropped on the sidewalk near the DMV office. Deputies discovered the backpack was stolen from inside the Rath Building and it was returned to its owner.
The area was declared all clear at about 1 p.m. An investigation is continuing.
