Top Democrat and Republican members of the Senate and Assembly are not attending Governor Cuomo's State of the State Address.

This behavior highlights the tension between Cuomo and the legislature. Cuomo will travel throughout New York State next week delivering six speeches in six locations announcing his proposals and initiatives for 2017. He will visit Buffalo on Monday.

Lawmakers will attend during the second week of this year's legislative session.
