Cuomo picks Zemsky to lead state's top development agency

Gov. Andrew Cuomo has nominated local developer Howard Zemsky to serve as president and CEO of Empire State Development Corporation, New York State's primary economic development agency. Zemsky would also serve as Cuomo's commissioner of economic development, if confirmed. 

Zemsky, managing partner of Larkin Development Group, has led the charge in developing Buffalo's Larkin District in recent years. He has served as co-chair of the Western New York Regional Economic Development Council for the last four years and has helped guide the governor's Buffalo Billion initiative.

Zemsky's appointment is pending Senate confirmation. He would replace Ken Adams in the role if confirmed.
