Higgins weighs new realities of border security

With the emergence of lone wolf terrorists and the arrival of Ebola from West Africa, protecting America's borders is getting more difficult, so says Buffalo Congressman Brian Higgins.

The South Buffalo Democrat says his Homeland Security Committee constantly deals with these issues and receives a classified briefing every month. Higgins says there is close cooperation with Canadian authorities because both countries have similar problems.
                 

"The vast majority people traveling to and from Southern Ontario and into Western New York are...people are doing constructive things, the promotion of commerce in goods and services and tourism," Higgins said.

"But, there is an element and we have to accept that in the post-911 world that people that want to do harm."

Higgins says there are basic conflicts between the need to protect the country and our history and commitment to civil rights.
