A tense scene in Lancaster ended late Wednesday night when a man jumped off a one-story building, sustaining non-life threatening injuries.
Lancaster Police reportedly placed Thomas Bailey into custody following the jump.
Bailey was transported to ECMC for treatment of his injuries and for a mental evaluation.
The incident started around 9:30 Wednesday evening after Bailey was reported atop the roof of a structure that is currently under construction on William Street near Transit Road. An Orville's Appliance store will occupy the location. About five police agencies responded to the scene
Following initial reports that Bailey was in possession of a firearm, State Police, SWAT teams and other agencies were called into assist.
WBFO News was monitoring police scanners and heard Erie County's Air One helicopter pilot report that the man appeared "very agitated", but did not see any rifle.
No firearm was found after the incident came to an end.
Nearby businesses were placed in lockdown, including the Flix movie theater and an adjacent bowling alley.
Police established a command center behind the movie theater. Mercy Flight was also brought in and landed at a nearby school field on standby.
Police negotiated for about three hours before he jumped off the roof.
"A number of trained negoitiators, who are skilled at this very situation," were brought in according to Lancaster Police Chief Gerald J. Gill. "I can not explain why he jumped," said cheif Gill.
"He was obviously disturbed about something, enough to jump off the building," said Gill.
