Silver promotes tapping into TAP for immigrants

Assembly Speaker Sheldon Silver is proposing tuition assistance for illegal immigrants in New York State. Working with the New York State Dream Act, Silver's plan would allow immigrants who graduate from high schools in New York to apply for the state's Tuition Assistance Program, or TAP, if they attend college's in the state. Democrats are willing to boost the TAP account by $25 million to cover the additional applications.

The bill has been passed by the Assembly Higher Education Committee but is getting limited support from Republicans and many Democrats.
