The residents of Peabody Street in Buffalo’s Seneca-Babcock neighborhood blame those problems on Battaglia Demolition, a nearby construction debris recycling facility. But state and local authorities have failed to uphold promises to clean up Battaglia’s operations, leaving residents frustrated.
