County Control Board Rejects Legislature-Approved Four Year Plan

By Joyce Kryszak

Buffalo, NY – The Erie County Fiscal Stability Authority Thursday voted down the four-year fiscal recovery plan approved by the county Legislature. The vote was six to one.

Board member Sheila Kee was the lone voice in support of the plan that was narrowly approved by eight lawmakers. She argued they should have more time to pull in two more votes for the sales tax increase required in the plan. But Board Chairman Ned Regan called the plan "non-actionable."

"It needs to be sent back," Regan said. "We all need to help the County Executive and the County Legislature over the next week or two devise plan. The only way we can do that is if we make it clear what is now in front of us is patently unacceptable."

Regan says he personally doesn't like the increased sales tax. But other board members say they oppose the alternative -- deficit financing. Lawmakers have 20 days to make modifications to the plan.
