Buffalo, NY – Thirty-one schools in Buffalo are on a federal list of schools that are performing so poorly that they must allow students to transfer or provide special tutoring.
The federal government's new "No Child Left Behind" law forces schools on the list to offer students a chance of transferring to a non-failing school in the district.
The schools are also required to develop a two-year improvement plan.
